The program is through HUD and you can buy the house for half price. The listings come out on Fridays and you can bid on them until Tuesday at midnight. The cities that are showing signs of stabilization and those that continue to unravel. The good news is that Charlotte NC was rated as #3 as the best in the US. Since Christmas I have seen a major increase in business. They say the 5 states that are having the most problems are California, Nevada, Michigan,, Florida, and Arizona. Over the Christmas Holiday I had 5 sellers in other states that went under contract that have been on the market for over 2 years.
